Subtropical storm olga forms in caribbean tropical waters around Mexico and Central America, moving into the United States early next week.
At least 11 people are reported missing in Costa Rica, with authorities trying to determine if the missing are among those in the storm’s path.
“With respect to the Costa Rican government, they’re working with the Costa Rican National Disaster Operations Center as well as federal authorities in the United States,” said Ricardo Salcido, the executive director of the National Hurricane Center, in a press conference Thursday. “The federal authorities in the United States, we are making efforts to help our local agencies.”
The hurricane is the first of its kind in Central America since 1998, and is believed to be tied to climate change.
In Mexico, government officials said they are looking to evacuate as many people as possible, as storm waves are approaching the coast, where the storm is expected to continue to strengthen.
The storm also remains relatively strong in the Caribbean Sea, where two tropical storms, including this week’s one that caused widespread damage, are expected to develop on Thursday.
In Costa Rica, authorities asked people to take the precaution of not flying, and officials said people who lost power in their homes to Irma should not leave, either.
“You can’t leave your home; you have to get the power back online,” said Juan Manuel Garo, a spokesman for the national Emergency Ministry.
Garo did not elaborate as to why the evacuation had not yet been ordered.
One survivor of Hurricane Irma told CNN that he and some people from Puerto Rico were at a hotel in Guanacaste, Puerto Rico, and that some stayed at multiple locations to shelter and search for them on Wednesday.
The head of the International Organisation of Migration said at least 3,000 people have been rescued and are in safe hands.
There were no immediate reports of casualties, officials said.
